About the event: 

EARMA looks forward to engaging further with our stakeholders and policymakers in the implementation of our recommendations, aiming to unlock the full potential of European R&I through strategic investment in research management.

The European Association of Research Managers and Administrators (EARMA) today (24/04/2024) launched the organisation’s position paper on the upcoming European Union (EU) Framework Programme during the organisation’s annual conference taking place in Odense, Denmark.

The position paper, titled 10 Recommendations for FP10, outlines the priorities of the community of European research managers and administrators (RMAs) and calls for dedicated funding streams to enhance research management (RM), streamlined bureaucracy in the next Framework Programme and highlights the need to further develop synergies with other EU and national funding programmes in addition to providing FP10 with an ambitious and ring-fenced budget.

In recent years, we have seen a commitment by the European Commission (EC) to support the professionalisation and recognition of the RM profession through ERA 2022-2024 Action 17 (Enhance the strategic capacity of Europe’s public research performing organisations). FP10 presents many opportunities to further support research managers’ development.

Dipti Pandya, EARMA Chair, said: “It is essential that the capacity building and strengthening of RM across Europe, especially in Widening countries, is continued and accelerated in FP10 to reduce disparities in R&I performance across the EU. It is crucial that dedicated budget lines are introduced for the further professionalisation, networking and recognition of RMAs in FP10 within and outside the EU and Associated Countries”.

Deputy Head of Unit G3 – Common Strategic Planning & Programming Service, DG Research and Innovation

Joachim Wiemann is the Deputy Head of Unit of the Common Strategic Planning and Programming Service in DG Research & Innovation of the European Commission. The unit prepares the Horizon Europe Strategic Plans, coordinates the adoption of the Horizon Europe Work Programmes and steers the preparation of the next Framework Programme for Research and Innovation (FP10). Joachim Wiemann joined the Commission in 2011. Before moving to DG Research and Innovation in 2022, Joachim Wiemann worked in the Secretariat-General and in DG Competition. He holds a Master's degree from Harvard Law School and a Ph.D. in law from the University of Passau, Germany

Dr. Georg Schütte

Dr. Georg Schütte
Secretary General - Volkswagen Foundation
Since 1 January 2020 Dr. Georg Schütte has been Secretary General of the Volkswagen Foundation. Prior to this, he served as State Secretary in the German Federal Ministry of Education and Research for ten years. Dr. Schütte was born in Rheine, Germany, in 1962 and holds a doctoral degree in media and communication research from the Technical University of Dortmund, Germany, as well as a Masters Degree of the City University of New York, USA. He conducted research at Harvard University and at the University of Siegen. Before he entered government service, Georg Schütte was Secretary General of the Alexander von Humboldt Foundation. He has worked in research and foundation management for more than 30 years. Amongst others, he is currently member of the EU-Commission’s High Level Expert Group on the Interim Evaluation of Horizon Europe and the future of the 10th Research Framework Programme

Eleonora

Eleonora Zuolo (PRC Chair and Board representative)

Eleonora Zuolo is Expert on European and national Partnerships at the central R&I support service at Sorbonne University. She is also seconded at the Ministry of Higher Education and Research where she is advisor on SSH infrastructures and national representative for Horizon Europe Cluster 2 Programme Committee. Eleonora has 14-year experience on research funding and strategies and is a Board member of EARMA as well as Chair of the Policy and Representation Committee.

 

Daniel Spichtinger round 2

Daniel Spichtinger (Co-chair of the EARMA Open Science Thematic Group)
Daniel has been working on EU funded projects since 2004. He has been involved in the preparation of EU grants as well as project management and communication. From 2012 to 2018 he was a member of the unit dealing with open science in the European Commission’s Directorate-General for Research and Innovation. Currently, he works as Programme Manager Grant Service & Policy at the Ludwig Boltzmann Gesellschaft, a non-university-based research organization in Austria, as well as a self-employed open science consultant. He is also the co-chair of the EARMA Open Science Thematic Group.
