Navigating Foreign Interference
Navigating Foreign Interference: A compliance framework for balancing risk, academic freedom, and international collaboration
Abstract
As universities increasingly engage in international collaboration, the challenge of managing foreign interference becomes paramount. This poster presentation outlines the Australian Catholic University’s (ACU) new Foreign Interference Compliance Framework, designed to be comprehensive yet manageable; effectively balancing risk with the need for growth, and the principles of academic freedom.
Our framework responds to the growing concerns and regulatory requirements regarding foreign interference, while ensuring that compliance measures do not hinder scholarly activities. Key components include:
1. Collaborative Policy Development: Engagement with stakeholders to co-create policies that align with institutional values while addressing compliance imperatives.
2. Due Diligence Checks & Risk Assessment Tools: Tailored instruments that help identify and evaluate potential risks associated with international partnerships and funding sources.
3. Guidance and Training: Mandatory training modules to empower faculty and staff with knowledge about compliance requirements, fostering an environment that values both security and academic inquiry.
4. Monitoring and Support: Mechanisms for ongoing monitoring, paired with robust support systems to address compliance challenges.
The poster will detail the framework's development, key features, and early outcomes, as well as highlight best practices for fostering international collaboration in a secure manner.
Join us in discussing how to navigate the complexities of compliance in academia, ensuring that we protect institutional integrity while enhancing global engagement.
