Abstract

FORMAL PROCESS OF PREPARING FRAMEWORK 10
The formal preparation of Framework 10 will begin in 2025. Informal preparations have been running since December 2022. In 2023 and 2024, expert groups and committees were established to produce recommendations for the next Framework Programme.

The European Commission in mid-2025 will publish its official proposal for Framework 10. This proposal will be presented to the co-legislative bodies of the EU: the European Parliament and the Council of the EU. The institutions will negotiate throughout 2026, aiming to reach an agreement by the end of that year.

WHAT CAN BE DONE NOW?
2025 is a critical year in the preparation of Framework 10. Official positions expected from national governments, research organisations, universities, trade associations and civil society organisations.

Experience shows that most of the ideas in the European Commission’s official proposal will appear in the final version of Framework 10. Little is removed from the original proposal, so the focus is on adding content to the European Commission proposal.

EU and non-EU stakeholders still contribute to the design of Framework 10. However, the lobbying process has to include a thorough understanding of the policy-making process and the EU’s political priorities.
