Abstract

The impact of national and international export regulations on dual-use items in universities is a topic of increasing importance, particularly in the context of research and technology transfer. Understanding and adhering to dual-use compliance regulations is crucial for universities and research institutions engaged in cutting-edge research across various disciplines. However, navigating the complex regulatory landscape poses significant challenges which include aspects such as fragmented regulations, resource constraints, barriers to international collaboration, imposing on academic freedom and ethical dilemmas.

Regulating dual-use items presents a multitude of complex challenges for universities globally, where research and technology intersect with stringent national and international export regulations. Universities face numerous obstacles that hamper their ability to navigate the complex regulatory landscape effectively to comply with these regulations to ensure national security and prevent the proliferation of weapons of mass destruction. Without a comprehensive compliance strategy, universities lack the required preparedness and ability to respond.

Considering these challenges, there is an urgent need to address the complexities surrounding dual-use item regulations within the university context. By investing in innovative compliance strategies, universities can enhance their compliance efforts, promote responsible research practices, and foster a conducive environment for innovation and knowledge exchange.

This study intends to bring perspectives from universities obtained during interviews and the many reported concerns in the literature on the implications of the EU’s dual-use regulations. Compliance regulations will ultimately only achieve what it intends if those affected by it are indeed able to comply with them.
