Open Science, Open PROPOSALS
Can we accelerate IMPACT by disclosing HorizonEU Proposal?
Conference
Format: Fifteen-Minute Discussion Tables
Topic: Open Science
Abstract
CONTEXT: EU Calls frequently fund multiple projects tackling the same question, but projects rarely co-deliver in meaningful terms, even if the objectives are identicial. Can OPEN PROPOSALS and disclosure at granting stage, make project design, outputs and timeframe openly available for more intentional “clustering” and co-delivery to take place by default?
The discussion table seeks to outline the opportunity loss (based on case study examples) of designing and delivering a proposal in strictly confidential setting, and crowd-source how OPEN PROPOSAL might be better enabled better by RMA professionals, in areas where commercial IP is not relevant.
Take Away Messages:
- SECRECY at proposal design is not always a competitive advantage, contrary to accepted wisdom;
- Publishing a proposal can have direct benefits for lobbying funders;
- Open Proposals can empower RMA professionals to pool resources, and co-deliver otherwise independent contracts, with better mutual IMPACT.
